Add 'next' and 'previous' buttons on the License Plate Image page

From the live feed, after opening the License Plate Image page, it would be nice to be able to go forward or backward to the next or previous image, without having to close the image viewer and manually selecting the next or previous image.

It would enable quick reviews of plates to add labels, add known plates, etc. then move quickly to the next plate in the list.
