Allow for "misread" plates to forward to the correct plate.

I have a neighbor with a plate that is consistently misread, sometimes correctly as 2RTE888 and often incorrectly as 2RIE888. It would be nice if I could mark the 2RIE888 as a known misspelling of 2RTE888 and it would automatically correct.

One way the record could be created is when editing a plate read, it could create a “correction" entry in the database that could then do it automatically for future misreads of that plate.
