Archive instead of delete for maxrecords pruning

If you get rid of the image and keep just partial records, it hardly takes up any space at all and is pretty valuable for analysis. I’m in the process of moving the occurrence count to the plates table and thinking it’s a lot more valuable if you have the timestamps too.
