Display log timestamps in local time, rather than UTC?

Feature Request

If easy to do, it would be nice to have.

    It seems to work if you manually add entries to docker-compose.yml.

    app:

    environment:

    - TZ=America/Los_Angeles

    db:

    environment:

    - TZ=America/Los_Angeles

    Common examples:

    America/Los_Angeles

    America/Denver

    America/Chicago

    America/New_York
